The following have been set down in order to ensure that adequate and safe facilities are provided for bike storage:
1. Bike storage or parking facilities shall be provided as required for all new structures and uses established as provided in Sec. 28.11(2)(a)1 or for changes in use as provided in Secs. 28.11(2)(a)2 and 3; however, bicycle parking facilities shall not be required until the effective date of this paragraph. Notwithstanding Secs. 28.08(1)(i) and 28.09(5)(a), bicycle parking facilities shall be provided in all districts, including districts in the Central Area.
2. In the residential district, accessory off-street parking facilities provided for the uses listed herein shall be solely for the parking of passenger automobiles and bicycles of patrons, occupants, or employees and not more than one truck limited to a 1-ton capacity.
3. Required bicycle parking spaces shall be at least 2 feet by 6 feet. An access aisle of at least 5 feet shall be provided in each bicycle parking facility. Such space shall have a vertical clearance of at least 6 feet.
4. Accessory off-street parking for bicycles shall include provisions for secure storage of bicycles. Such facilities shall provide lockable enclosed lockers or racks, or equivalent structures in or upon which the bicycle may be locked by the user. Structures that require a usersupplied locking device shall be designed to accommodate U-shaped locking devices. All lockers and racks must be securely anchored to the ground or the building structure to prevent the racks and lockers from being removed from the location. The surfacing of such facilities shall be designed and maintained to be mud- and dust-free.
5. Bicycle parking facilities shall be located in a clearly designated safe and convenient location. The design and location of such a facility shall be harmonious with the surrounding environment. The facility location shall be at least as convenient as the majority of automobile parking spaces provided.
6. Bicycle parking facility spaces shall be provided in adequate number as determined by the Zoning Administrator. In making the determination, the Zoning Administrator shall consider, when appropriate, the number of dwelling units or lodging rooms, the number of students, the number of employees, and the number of automobile parking spaces in accordance with the following guidelines.
a. In all cases where bicycle parking is required, no fewer than two spaces shall be required.
b. After the first 50 bicycle parking spaces are provided, additional bicycle parking spaces required are 0.5 (one-half) space per unit listed.
c. Where the expected need for bicycle parking for a particular use is uncertain due to unknown or unusual operating characteristics of use, the Zoning Administrator may authorize that construction and provision of not more than 50 percent of the bicycle parking spaces be deferred. Land area required for provision of deferred bicycle parking spaces shall be maintained in reserve.
Santa Monica's Municipal Code requires short-and long-term bicycle parking for building visitors and occupants. The amount and type is regulated by Section 9.04.10.08.050 of the ordinance and all new non-residential buildings or structures are required to provide off-street bicycle parking as follows:
• A minimum of four bicycle parking spaces on-site;
• New buildings or structures over 15,000 sq.ft. shall provide bicycle parking at a rate of 5% of the automobile parking required by Section 9.04.10.08.040;
• In new buildings or structures over 50,000 sq.ft., 50% of the required bicycle parking shall be provided for long-term bicycle commuters. Long-term bicycle parking shall consist of either a “locker” with a fully enclosed lockable space accessible only to the owner/operator of the bicycle; attendant parking with a check-in system in which bicycles are accessible only to the attendant( s); or a locked room or office inside the building designated for the sole purpose of securing bicycles;
• All required outdoor bicycle parking shall be no further than one-half the distance from the furthest off-street auto parking space from a main entrance of the building being developed. Visitor bicycle parking requires public, visible and well-lit lock-up facilities near the building entrance, separate from automobile parking. If not immediately visible, conspicuous signage must be provided to show its location.
The entry door to long-term occupants’ bike storage should be within sight of building or parking security, elevators or a main building entrance. Access to the bike storage facility should not require stairs.
• Bike storage rooms should have solid opaque walls with the entire interior space visible from the entrance, and be fitted with motion-activated, tamper-proof security lighting.
• Bike storage rooms should provide at least 6 ft. headroom. Bicycle stalls should be at least 6 ft. long for horizontal bicycle parking, 3 ft. if placed vertically.
• Bicycle racks should have two points of contact, to allow convenient locking for a variety of sizes and styles.
• Floors should have durable, easily maintained slip-free surfaces that can withstand wet or muddy tires.
Cities such as Seattle, San Francisco and Silicone Valley are extremely biker friendly and make life easy for commuters. Seattle especially offers these bike storage facilities to commuters which make cycling an immense pleasure over there:
- Seattle has a huge network of isolated bike paths and these paths across the I-90 bridge make commuting possible
- Information is readily available on the Google with bike routes to a specific location. A route that could have been complicated was easily scribbled down and even visually scanned for landmarks with Google Maps
- Shower & towel service is available at offices such as the Expedia on every floor.
- Easy bike storage within-office is also available and most businesses are also working on a central bike parking area
- Since cycling makes one hungry, cafeterias with even health food options are ideally located so that food does not become an issue
